Rescind Walter Anderson's Talk ban (Erik Smith on behalf of Ken Purcell)

Problem: Ban of Walter Anderson from the Talk forums is problematic for someone running as candidate for the Board of Directors of DMS. A continued ban can result in claims of interfering with this campaign.

Solution: Remove the ban of Walter Anderson from the Talk forums.

2.1 Rescind Walter Anderson's Talk ban (Erik Smith on behalf of Ken Purcell)
 - AS WRITTEN: "Remove the ban of Walter Anderson from the Talk forums."
 - DISCUSSION
   - Stan: Moderators are working on a draft moderation policy.  A General idea 
   is that mods will not handle their own flags.  Chris Marlowe still working on 
   it.
   - Alex: Generally mods cannot act on their own content; still have not seen a 
   draft; regular user flag counts towards masking, mod flag will not count.
   - Stan: Not aware of policy release planned until end of month
   - Adam: As PR chair, feel that we need a place with open discussion but also
   more moderated.  What are the odds that we cna shove some of the flame wars
   to Discord (or Talk) and use other platform as public-facing.
   - Robert: Hangouts/Discord are more action-oriented and Space management 
   rather than general discussion.
   - Stan: Also moving Infra/Logi to a members-only status.
   - Lisa: Hoping to finalize rules by today, but not ready yet.  We have a good 
   start on the rules.  Expect to be done in about a week.
   - Luke: All I care about is the gist of the rules.
   - Repliminary discipline guidelines for Talk:
     - First offence: Mod team will create thread in admin forum to discuss; 
	 takes 3 mod votes in favor to send a warning; countdown time to affirm; 12 
	 months no other action by user, warning expires
	 - Second offence: Temp Talk block [2 weeks]; simple majority; posted 
	 publically on Talk
	 - Third offense: Referred to BoD as formal complaint; simple majority
	 - Illegal content: Immediate report to law enforcement
	 - Appeals: In person meeting w/ mod team to discuss
   - Lisa: Willing to work with BoD/membership on rules, but intend for them to 
   be at Infra's discretion
   - Alex: Ultimately Talk should be a positive place for discussions and 
   information - a DMS resource or tool
 - MOTION: "Instruct Infrastructure Commitee to unblock Walter Anderson on Talk 
 until the conclusion of the next BoD meeting (4/24/2017 22:00)"
